I just assumed he was suggesting that the thief had two moms, in some way inferring that children of lesbian couples are terrible people (this allusion left me scratching my head at it;s narrow mindedness) . moms = plural; mom’s = singular possessive; moms’ = plural possessive. “Mom’s” would be incorrect here
