I’ve underclocked PCs, but this is a bit extreme. My record is getting an older Phenom down to 150Mhz, and that was with the multiplier and the clock bottomed out.
Also, why bother with the 8150? Ignoring the fact that its vista, that RAM and 32-bit OS aren’t helping.

Pretty sure this is a VM, High end CPU with a very small amount of ram, and a miscalculated cpu speed. Not the first time I seen that.
