I remember having recurring problems with my old PS/2 running Windows for Workgroups 3.11 (yes, this was a long time ago) with the error message “Not enough resources to complete operation. Close one or more applications and try again.” popping up when all I had open was PROGMAN.EXE and “the operation” I was performing was trying to close it.
